Upgrade substrate to at least polkadot-v0.9.22

We should use polkadot tags oh substrate instead of auto monthly tags, It will be more stable.

Upgrading substrate implies to also upgrade our forks of subxt and jsonrpsee, and switch to upstream if possible.

This will be very hard and long to do, but needed for #58 (closed)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
