Add some checks when syncing from peers

While peers should be trusted, there is no guarantee that they keep their software up to date and some unwanted data could be added to their tamt (for example adding back old cesium plus data that was banned on another node or data that is malformed). For this purpose, some kind of check should be implemented to avoid re-propagating data that we do not want on the network anymore.
