Checklist before certification

Linked to #642 .

In the past months, I had to make user support concerning certifications where it was obvious that the certifier did not make basic verifications. It seems that the license is not well understood by parts of the members. Now that the Ğ1 spreads international, I fear that this essential part of Ğ1 security might be forgotten.

I think that the "certification" modal should display a check-list that would remind the 4-5 most important things to check before a certification. The questions would be displayed in random order, and at least one answer should be "no" so that users would be forced to read them.

I started a layout for this. Would this contribution be included in Cesium if I code it ?
