Update Debian package for Bookworm (v12)

Bullseye release policy

• Must be published before 12th of January 2023 to be in Debian Bookworm
• Bookworm Freeze policy

• #251 (closed), !177 (merged): package pendulum in Debian: will end up in Silkaj v0.10.0
• #402 (closed): click v8.0, which will end up in Silkaj v0.10.0, v7.1.2 should still be compatible, since no v8.0 features are planned to be used yet

• Update DuniterPy codebase to latest available release
• Update Silkaj codebase to latest available release

Nice to have for the packaging

• Package poetry
• Use poetry instead of using Debian tool to package Python packages from the setup.py
  • We are currently using patches containing a setup.py generated via dephell conversion from pyproject.toml
