Currently, we are not able to send a certification if this certification is already in the blockchain and used. We should allow certifications to be replayed with next Duniter protocol (blocks v11 and Duniter 1.7.5). - [x] remove check which prevents to certify again an identity. - [x] allow to renew when possible
