Fix DuniterPy dependency version

Only for DuniterPy for now as it is very coupled:

• Pipenv dependencies version management
• pip/setup.py dependencies version management

If breaking change occurs, the installation from pip will install latest DuniterPy version and may break Silkaj usage.
