Index next issuable cert

identity.nextCreatableIdentityOn and certification.nextIssuableOn are convenient to use in the apps to know if an identity is available to certify (currently equivalent to create identity right, but could change in the future).

It would be nice to index them and maybe have a computed property .canIssueCert that takes into account the latest block.
