Use cargo-deny to ensure licence compatibility of all dependencies

"cargo-deny" should also enable us to detect redundant dependencies (in warning level because some cases of redundancy cannot be resolved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
