Pallet universal dividend should use totalIssuance instead of monetaryMass

The universal dividend pallet has a storage item named monetaryMass but it should instead use pallet balance totalIssuance because this creates incoherent state. See screenshots on https://forum.duniter.org/t/undocumented-duniter-concepts/10168/16
