[test] UD out of reeval window

What if an unclaimed UD is out of the reevals window, bounded by MaxPastReeval? (160 for ĞDev/GTest/G1)

The unclaimed UDs should be lost, as it represents too few money. We should ensure this is the coded behaviour.
