Job build_raw_specs doesn't include bootnodes

To start the Gtest network I add to manually add the bootnodes to the raw specs, commit the raw specs and change the client release page to link to the committed raw specs.

This job is very complex and use tools I'm not familiar with (yq). @c-geek can you fix it?

Otherwise I can rewrite the full job as a rust xtask subcommand, this way I will be more comfortable with it and be able to test it locally
