bug: sometimes the account creation tax is not applied

To reproduce:

1. Create a account with balance > ExistentialDeposit but < ExistentialDeposit + NewAccoumntPrice
2. One block after, the account is automatically reaped
3. Recreate the same account with enough funds
4. The NewAccountPrice is not collected
