Before a democratic system is implemented, should we leave the treasury as-is, or authorize sudo or technical committee?

Discussions with @1000i100 at the Ğ1camp lead to leave the treasury spend origin as-is and later vote the runtime upgrade of this MR to test the implementation of off-chain decision mecanisms ^^

I'm adding #needdiscussion label, removing milestone, an keeping this MR open.
