Have a minimal proof-of-work level

We noticed that during a hard-fork event there is a strong time acceleration which makes the PoW easier and easier as new blocks comes in, to a point where the difficulty become so easy that a block is issued within few seconds leading to breaking the synchronization of the nodes.

A minimal proof-of-work level could avoid such situations.
