Limit UNLOCK length

For the same reason as #905 (closed), we should limit the UNLOCK length. The limit will be the same as for OUTPUT, since unlocks may have the same size as output conditions (for example XHX has up exactly 64 characters for its condition and up to 64 characters for its unlocking).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
