Ğtest runtime

ĞTest runtime is the one used in ĞTest network, which is a test network for Ǧ1. It has a sudo account to be able to test runtime upgrades more easily before deploying them to Ğ1 network.

ĞTest chainspecs are intended to use with real data. There is no particular case for genesis identities. In gtest.json:
