Certification : add questions before validation

To enhance the understanding of the licence.

Add a modal before certification confirmation that displays 5 questions answered by yes/no. It is a certification checklist reminder for certifiers.

Questions are randomly selected among 8 questions discussed with Ğ1 users to match the license requirement and be unambiguous. Answers are not identical.
