#113: Support libnacl version from v1.7.2

• Change libnacl version retrieving as changed upstream
• Force libnacl minimum version to v1.7.2

Backport to v0.58.1, v0.60.1

I am not sure if we should backport this fix to the releases we are maintaining, since this is only affecting software using ascii armor message. Silkaj nor Sakia are using them.
