Define custom exceptions to support new Pylint v2.16 rule: broad-exception-raised (#200)

• Bump pylint to v2.17.4 and others hooks
  • Bump mypy and pyugrade pre-commit hooks without effects
• Define and use custom exceptions
• Disable pylint nested-min-max false positive
