Open a "rejected" popup instead of certify dialog if certification is impossible

    When using the context menu on a member to certify him, we should not open the dialog if the certification is impossible. We should check if it's possible, if not, open a "rejected" popup with the reason explained.

    To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
