Implement generic network_tools.send_document()

network_tools.send_document() function should take as parameters:

• BMA path where to send the document
• the signed document

It should indicate if the document was sent or not.

Should be first created, then applied to:

• tx
• cert
• membership
• (revoke)
• (identity)
