Draft: tx comments

Handle transaction comments as they are in gdev (batch + remark). Still requires some refac work and param handling for offchain comments on IPFS.

• prendre en charge le noeuds IPFS local dans la configuration (absence par défaut)
• ajouter la signature de la demande d'indexation
• ajouter la soumission à un datapod via http (peu prioritaire, pour les cas d'usage où un noeud ipfs n'est pas dispo)
