changed milestone to %runtime-500

Sure it's better. Maybe we can remove 1000i100's polkadotjs instance as he does not keep it up to date.

My strategy was to move progressively the user documentation on Duniter website: https://duniter.org/wiki/duniter-v2/become-smith/.

I do not have a clear view yet, but at some point I might just redirect the whole user documentation on the website.
