To test it, you need to set DUNITER_GENESIS_TIMESTAMP in the past, such as:
DUNITER_GENESIS_TIMESTAMP=1693494652 cargo run --no-default-features --features gtest -- build-spec --chain=gtest_dev --raw
Because current g1-data.json is too old, some technical comittee members would have lost their membership since then.
