Add a backup screen to save & restore databases

So we can make snapshots of database and restore them on will. It could also make it easier to give debug informations to developers by sharing the database.
The backup could be stored as tar.gz. The list of backups would be available in the UI, with possibility to restore or delete them.
Also a care should be taken over the DB version which has to be migrated before any usage.
DO NOT INCLUDE:
- conf.keys
- logs
