Fast sync restarting a node with too much blocks missing

When a node have been stopped for a long time. It would be great that a mechanism detects that the node have too much blocks late. Instead of trying to sync slowly. It would be great that the fast sync could be launched from current local blockchain state.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
