WotWizard compliance with Duniter 1.7

This branch continues the work made around Duniter 1.7 compliance with WotWizard database inspection.

In this MR, Duniter creates a semaphore file named updating.txt, which WotWizard uses to acknowledge that Duniter can update the dump file.
