Introduce Py3.11, Rm debian specific vers, move pre-commit to 3.11

  • Remove -bullseye from the images tags
  • Introduce Python v3.11 container
  • Move git and pre-commit installations from 3.9 to 3.11

Note: Will be tagged 1.3.0.
