build: use 'lto = thin'

The 'thin' LTO profile takes way less time than the 'fat' one and is said
to achieve similar performance gains.

Move this setting into 'Cargo.toml' instead of setting the environment
variable CARGO_PROFILE_RELEASE_LTO.
