prevent linking a non-existing account

Right now identity.link_account() allows to link an account that does not exist. It should not be possible. Providers/consumers should be checked and adjusted to prevent this. Killing and account should unlink it from the identity.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
