Give IdtyStatus directly in genesis

MR !215 (merged) introduced new idty status. GenesisIdentity has a boolean field "active" which should be replaced by "status" with correct status. This would allow to include in genesis:

• past identities that have been revoked to prevent someone else using their keys
• "validated" v1 identities with membership which expired in the year before migration, so that they could be reactivated without having to start getting certifications from scratch
