Create a release from master

We want to be able to create a release from master which will contain the Runtime of each feature network (i.e.: gdev, gtest and g1) + the Client.

I really need a refac of the CI because:

• the client releases (on network branches) should refer to client milestones and not runtime milestones, which does not makes sense
• the runtime releases (from master) should not depend on a network release because the underlying data can be missing or outdated, preventing the build to finish

Without this, I can not use the CI and its automatic release page capabilities.

Effectivement, je me suis emmêlé les pinceaux. Je corrige tout ça.

@HugoTrentesaux MR !297 (merged) prête. J'y ai mis la documentation à jour pour l'utilisation du pipeline.

Changement de dernière minute : la livraison d'un nouveau runtime se fait exclusivement sur des branches préfixées par runtime/, afin de ne pas polluer les pipelines de la branche master et d'avoir une action bien explicite. Le reste du nom de la branche est libre et n'a pas d'incidence sur le pipeline, contrairement aux releases réseau (ex. : network/gdev-800 détermine le réseau gdev et un numéro de runtime 800 qui se retrouvera dans les noms de release).

Corrigera aussi #139 (closed) (build ARM), j'ai testé et celui-ci fonctionne bien (https://git.duniter.org/nodes/rust/duniter-v2s/-/jobs/140555).
