Separate weight by chains

Rationale: Different chains with different parameters will lead to different weights. To be secure, we need to assign one set of weights per chain, as it was done a long time ago by Polkadot and Acala.

Sinon, tout les benchmarks tournent bien, c'est juste un peu long, on n'a pas envie de le faire tous les jours

C'est la fameuse palette treasury qui me pose tant de problèmes à chaque mise à jour et que Parity Tech ne veut pas réparer correctement.
